Job Description: The Environmental, Health and Safety Manager (EHS) provides leadership in the assigned location and across disciplines for creation and compliance with safety and environmental practices supporting the company’s commitment to safety, health, and environmental compliance. Solutions-based assessment and leadership of work in progress are the position’s focus to identify the safest way to smartly accomplish the work. The EHS Manager provides direct technical leadership to project supervision to ensure that daily work activities are accomplished consistent with our safety and environmental vision and applicable regulations. Responsible for emergency preparedness, evacuation procedures and development, implementation and compliance with work safety and ergonomic standards. Leads efforts to ensure applicable environmental standards are met and exceeded. Responsible for creating, maintaining and issuing reports to operations that provide visibility into environmental and safety outcomes. Responsible for strongly representing the company during regulatory inspections and investigations. Must also represent company interests with customers as necessary.
Essential Functions: (This list is not intended to detail all aspects of the assigned work but is representative of the job’s overall responsibilities)
- Reinforces safety and environmental policies by conducting audits, reporting statistics and counseling managers and employees.
- Identifies and anticipates safety, health concerns and environmental hazards by surveying operational and occupational conditions, rendering opinions on new equipment and procedures, investigating violations and recommending preventive programs.
- Provides critical support to project management teams with regard to customers with unique safety requirements.
- Promotes a safe environment by coordinating and cooperating with local, state and regional safety and environmental groups and agencies; acts as liaison with PSNS&IMF, Prime Contractors, Coast Guard, OSHA and other regulatory agencies.
- Supports company-wide and project objectives. Rewrites and updates procedures and process memorandums as necessary.
- Manages the Shipyard Competent Person (SCP) Program.
- Supervises the abatement process; ensures samples are safely taken, analyzed for hazardous content, and issues written Letters of Direction to direct Abatement personnel in the safe removal of necessary material.
- Oversees and coordinates the OSHA required Safety Committee.
- Identifies the need for, supervises and conducts safety and environmental protection training programs.
- Provides by direct intervention, and skilled leadership, accident investigation and follow up including root cause analysis and prevention.
- Acts as the Training Coordinator. Maintains the training database and identifies needs and schedules individuals to ensure certifications and qualifications to not lapse.
Job Requirements/skill sets: The candidate must have the following: at least three years of supervisory experience while working on Navy ship systems or equivalent; and at least six years of experience working in a trade on Navy ship systems. Possess a valid Driver License, be able to climb vertical/inclined ladders to gain access to various shipboard spaces, be physically able to work aboard ship under varying environmental conditions (heat, humidly, temperature variance), comply with all safety regulations, The individual must: be knowledgeable of NAVSEA Standard Item requirements; have previous HAZWOPER, AHERA, SCP, and Safety Program experiences. Demonstrated skills in leadership, communications, and technical problem-solving are all vital to successfully carrying out the requirements of this position.
Education Requirements: HS Diploma or equivalent and OSHA-10 certificate. Shipyard Competent Person, AHERA, HAZWOPER, and OSHA 5410 preferred.
Security Clearance/Naval Facility Access: U.S. citizenship required. Must be able to meet and maintain eligibility for U.S. Secret Clearance and/or be able to access military facilities, naval shipyards, and private shipyards.
