Job Description: Q.E.D. Systems, Inc., a full-service marine engineering, planning, and ship modernization company, is seeking a Cost Estimating Specialist in its Virginia Beach, VA office. The Cost Estimating Specialist will report directly to the Director of Proposal and Development Services and will have the following specific job duties and responsibilities:

• Preparing pricing for all Prime Contract Cost Proposals
• Reviewing all MAC/Task Order Cost Estimates
• Maintaining and disseminating the use of the Q.E.D. Systems Work Procedure (WP) for Cost Estimating
• Providing Cost Estimate Training
• Performing Price-to-Win (PTW) Analysis

Job Requirements/skill sets: job requirements and required skills include the following:

Required Qualifications: Must have a minimum of 10-years of experience in Government contract pricing and cost estimating, involving professional services, industrial services, and fabrication services. Experience must include the following:

• DCAA cost accounting standards and FAR/DFAR contract pricing/costing requirements.
• Developing Labor, Material, Travel, ODC cost estimates.
• Developing Firm Fixed-Price (FFP), Cost Plus (CPFF/CPAF), and Time a Material (T&M) cost estimates.
• Price-to-Win (PTW) analysis
• Risk assessment and analysis
• Certified Cost Professional (CCP) or equivalent

Required Skills:

In-depth knowledge and expertise in Government Cost Proposals and Cost Estimating

• Familiar with the use of various cost estimating/cost accounting software systems and tools.
• Strong organization, management, and communication skills.
• Knowledge of Earned Value Management (EVM) principles.

 Education Requirements: BS/BA in engineering, accounting, or other job- related major

 Security Clearance/Naval Facility Access:  U.S. citizenship required. Must be able to meet and maintain eligibility for U.S. Secret Clearance and/or be able to access military facilities, naval shipyards, and private shipyards.
